Scott Foxley was an outstanding athlete at Pasco High School where he was named to the All State team in three sports his senior year. He continued his playing career at Washington State College where he earned 11 varsity letters for the Cougars.

He started coaching in SFCC in 1967. His women's basketball teams won two consecutive NWAACC championships in 1980-81 and 1981-82 seasons. Foxley also coached men's basketball, baseball, tennis and football in his 28 year coaching and teaching careers at SFCC. His 1976-77 men's tennis team won the NWAACC tennis championship. Foxley was named NWAACC Coach of the Year three times. He has also been selected to the CCS Hall of Fame.
